In order to thoroughly implement the requirements of the "streamline administration, delegate power, strengthen regulation and improve services" reform, further optimize the port business environment, and promote the steady growth of foreign trade, the General Administration of Customs has decided to delegate the final authority of quarantine examination and approval of imported food and other plant products to the qualified customs directly under the jurisdiction of the customs, and the authorized customs directly under the jurisdiction of the customs has the final authority of quarantine examination and approval of imported plants and animals in accordance with the Administrative Licensing Law of People's Republic of China (PRC), the Law of People's Republic of China (PRC) on Entry and Exit Animal Quarantine and its implementing regulations, and the Administrative Measures for Quarantine Examination and Approval of Imported Plants and Animals.

See Annex 1 for the list of customs and product categories directly under the authority of examination and approval, and Annex 2 for the catalogue of plant products under the authority of examination and approval.

The imported grain and other plant products authorized by the customs directly under the central government to carry out entry quarantine examination and approval shall be products that have been allowed to trade by China's quarantine access. The way for import enterprises to apply for quarantine examination and approval of relevant imported plant products remains unchanged.

This announcement shall come into force as of the date of promulgation.
